Whether the third umpire can give his decision whether the batsaman is out or not or he can give his decision whether the ball was knicked or not

No the 3rd umpire can't rule on wether ther batsman had edged it or not. The 3rd umpire is only used for run-outs or stumpings when the controlling umpires asks for theri assisstance

He can give decision only if the matter is referred to im for decision by the field umpire
