I'm want to get a pet when i move. Most likely a cat. I want a decent apartment in or near london.

I wouldn't mind living outside of london and commuting. But commute shouldn't end up costing more.

Is that as common in the UK as it is in California?

you can't...good luck with that! 'cheap' and 'nice' don't go together in London

Depends if you want to buy or to rent. Not many rentals will allow pets. There is no such thing as a cheap flat in London. You can get studio apartments (bedsits) which have the bed in the same room as the living room with a small area containing a small 2 ring hob and microwave. There are some of these outside the main city (about an hour's commute to the centre). You can get one of these for about £250 a month.

Kensington or Belgravia are nice neighbourhoods, probably just what you want from the wording of your question. The cheapest apartment here would be around £2,000 a week. That cheap enough for you and the cat?

Basically you can't. London is very expensive. If you want cheap it'll have to be in a not so nice neighborhood.

My canines is elementary with my sons call. I ask her to locate Oskar and she or he runs to him. that is probable because of the fact he's barely a baby and that i'm consistently asserting his call, and have been at domicile an excellent variety of the day so she's listening to me call his call a lot :)

no such thing as nice or cheap in London - why not commute from Norfolk where it is nice, cheaper, and your cat & dog could run free and avoid the smog and pollution.
