Use special drops to take the chlorine out. It is the only safe thing to do. If you live in the city. Then just follow the instructions on the bottle.
If you know any one on a fresh water well you can use their water
Make sure that it is not to hard and get the drops to make it the right pH.
Pet stores have drops that will soften the water and make it the right pH and take out chlorine.
Doing the work of looking after the water takes time but you will have healthy fish that will have a long life. That not only gives you joy but in the long run will save you money because you don't have to keep replacing the fish.

It is said that water should sit in an open container (no cover) for at least 24 hours. I let mine sit until the next water change, usually a week. I also have enough water prepared to replace at least a quarter of a tank, which will get me by in case of an accident, which has happened.
Use of a declorinator, such as Instant Age, will speed the aging process, but I still like to let the water sit for a day or so before using.

Don't wait for it to dissipate, use a dechlorinator. Many municipalities use chloamine (chlorine and ammonia bonded) which takes weeks to dissipate. Several dechlorinators will also neutralize the pH to 7.0, provide a protective slime coat to prevent stress for new fish, remove copper, ammonia, and nitites, all kinds of things.

You can speed up the disipation of chlorine by running the tap very fast. Make the water really froth up.
