I have a cellphone that can broadcast bluetooth and a laptop that can recieve. If I activate bluetooth and connect to my cellphone does it cost money to connect to the internet on my laptop through the cellphones bluetooth

You pay for the connection of your cellphone to the mobile service provider but not the bluetooth connection to the laptop. The cellphone acts as you modem or something like that, and the bluetooth connection is like your area network, you don't pay for it.

Bluetooth is a short wireless feature (30 feet) that has nothing to do with the cell network, or an ISP. It is a simple connection between two devices. Just like a direct cable.... Without the cable... If you get what I'm saying. So no, it's free.

Of course not you don't need to pay the bluetooth service because you can use it built in with your gadgets you only need is a software for example you have a nokia phone. download Nokia PC Suite to use your bluetooth :)
