I don't know first the previous answer is all about. I have had no problems calling Manila, or cellphones in the Philippines.
All your friend needs to do is dial the international access code for his provider (say 011) then dial 63 9217237232.
When calling you do not include the "0" in the 0921. That will probably be why he can't get through to you.
You need to remember that most of the lines into and out of the Philippines are very busy at this time of year. Sometimes I have to call my wife 2 or 3 times to get through to her landline or her cellphone.

I have a fiancee in the Philippines and we talk on the phone regularly. Your friend, as stated by others, needs to dial 011 prior to entering 63 and the phone number.
Tell your friend not to call cell to cell, if that is possible. My research indicates a cell call to the Philippines is three times more costly than a landline call to your cell.
Currently you both may have trouble connecting due to the earthquakes off Taiwan last week. It has been taking me 15 minutes or more to connect with my fiancee in Laoag City.

He has to call you from a land based line cannot call you from a cell phone ,he can text you but not call you from a cell phone but if he uses a land based line he dial 011 63 and your number and it will work.. tell him

they are right about the 011-63....but thats all that they are correct about...have the person in the usa check with their cell phone provider....you need to set up international calling....it can be done ....i am currently doing it....i have verizon....it is $4.95 a month...20cents a minute...dont believe me i will show you a invoice....or try vonage...you need high speed internet....and as long as you call a vonage to vonage phone ....there is no fee for minutes..just the monthly fee of the $24.95....plus high speed internet if you dont have it already....and vonage is available in the phils...

you have to use the (+) sign before the country code, but as of now its extremely hard to get through. Hopefully they will have the problems cleared up soon.
