i'm not sure with flash but i know a java applet has to be signed by a trusted source to get the "active" removed... so i would assume flash aps are the same way

this is a security feature in IE6.0 and IE7.0 , to avoid runing viruses accidently. it confirms you before downloading and running the flash files.
To avoid it you can either put url in trusted site or in browser setting put Download ActiveX to Enabel state.
