I need to provide backward compatibility for some users of my computer to run non-certified applications in Windows XP without making them Computer Administrators.

First create the new user then

First go to start->admin tools->manage computer
Under System Tools go to Local Users and Groups
Next open the groups directory
Double Click on Power Users and it will bring up the Power Users Properties
Click on the Add button
In the text box type the user name you want to give power user status and then click the Check Names Button to make sure the user name exists. Or hit the Find Now button and it will locate all the groups and user accounts on the machine.
Click ok and you should see the user name that you just added to the Power Users Group

In Windows XP, you need to go to control panel - Performance and Maintenace - Adminstrative tools.

Click tab Local user and Groups - right click the username you want to change the membership - properties - choose tab - Member of - Klik Add - Advance - Find Now...

Click Power User - and OK - OK again - and OK...
