Hi. Well I used to live in the Philippines before I moved here in New York and I would say that if you like a certain kind of 'anonymosity', consider living in Quezon City. It is pretty much like a typical American City, I should know having been able to live there and compare it with life here.
Also, there are a lot of other people from different countries that choose to live in Quezon City. With that being said, people will not be too surprised too see a white guy walking along with brown people, if you know what I mean. Another good thing about it is that most people in Quezon City speaks English fairly well, so communication will never be a problem. The establishments are also mostly in English, in fact if you call Filipino offices and enter Filipino restaurants in Quezon City, they would answer in English and they would be ready to talk to you in English.
However, there are downsides to it. Crime rates in Quezon City is higher since it is more populated. And you would have to know a bit about tips and tricks in trying to fit in and not feel too alienated. It is totally up to you, what I would suggest is try living on different places until you finally decide to settle in one place. Deaf people who needs assistance can easily afford to get a personal nurse since the cost of living in the Philippines is much lower that what we are used to here in the States.

put davao city on your list. it's a major city that's far away from the hustle and bustle of manila. great standard of living (cheaper) and generally slower-paced -- the beaches are mere minutes away. very safe too (the mayor is quite known for being almost obsessively anti-crime).

filipinos in general are not anti-american. quite the opposite, actually.

sorry.. i don't have info on resources for the deaf, but a lot of the facilities for the disabled tend to be located in the metro manila area.

quezon city is a very good place to live, although it can get quite expensive. haven't been to los banos, nor do i know much about it except that the excellent University of the Philippines (Los Banos) is located there.

OK, here goes:

I live in Tagaytay City about 45 miles south of Manila. It is a safe place as far as Philippines is concerned, and is on top of a 1800' mountain with clean air and a beautiful view of the Taal volcano island. The temperature here is about 3 deg C (6 deg F) cooler than in Manila. There are tours to and around the volcano, and so visited by many tourists and foreigners. The police seems to be efficient too.

Los Baños at the foot of Mt. Makilling and has many resorts with hot springs. Because of that, it's a vacation area but it's warmer than Tagaytay.

Philippines in general is an inexpensive place to live.

Good luck and Happy New Year.

I know there is a deaf school in Laguna (possibly in Los Banos) but i'm not sure exactly where. Laguna they say is booming and is still accessible from Manila. Crime rate is low and there's enough to do. Cebu and Davao are also very attractive options. In the urban center, Metro Manila, and the new cities, I would stay away from Pasay. But in general crime rates have gone down.

well I'm not very aware how is it to live in los banos..

but if i have a chance to reside in the Philippines again, i would love to live somewhere in Quezon city.. i kinda know the place coz i went to college somewhere there..

i thing its a very accessible area whether you are heading north or south.. Quezon city is some kind of a "middle" area.. it maybe costly but not as much as living in makati or ortigas area.. you can find everything you need there.. the city got really good schools, hospital, malls, restos, church.. everything you would need.. if you don't have a car yet, there's mrt. lrt and other means of transportation.. i believe the government there is better than other cities.. even cleaner surroundings..

For Americans accustomed to pollution-free air and sparse populations, I would suggest Tagaytay and Subic Bay. If you can stand the heat, Cebu City and Davao City are also good bets.

Avoid Baguio, Manila and especially Quezon City, where the pollution, population density and crime rate are high.
