it is a common saying. I would imagine that someone is thinking about you 24 hours a day. I do not think a person looks down every single second. It has been told that if your ears ring that someone is talking about you, good or bad you don't know.

I always heard that it means someone loves you.
It's just a cute little superstition of teenage girls.
