It really depends on the person since those countries have such a wide array of people. Some of them are extremely black while others are extremely white. Those who are darker sometimes feel a stronger connection calling themselves african but that is not always true. My husband is from Egypt and considers himself both African and Arab. They are often both as in the case of my husband and since they are all located in Africa (with the exception of a very small portion of Egypt) then yes they are true Africans. It's not about skin color! It's not about religion! It's about geography and socialization. People born and raised in any part of Africa are true Africans! What someone considers themself has little to do (in this case) with what they truely are. For example I'm an American, born and raised, but have been obbsessed with and in love with Egypt since I was 5 years old. I'm now on the verge of gaining Egyptian citizenship as well. Does that mean that because I consider myself Egyptian at that point that I'm a true Egyptian? If so would I be a true African? Of course not. I cannot be a true something just because I consider myself to be that. You will find varying dgrees of people who will asociate themselves in either way but they cannot escape the simple logic of born and raised in the african continent does make you a true African (yes even those descendants of white people who immigrate there can be true Africans). Anyone born and raised in America is considered to be a true American so why should or would it be any different elsewhere.

Geographically they are. While not sure of the feeling of Lybians (or to be precise, the political leadership there) I know that Morocco has been trying to be part of the EU. Hosni Mubarak (Egypt) had not been attending African heads of state because he claimed that he might be killed because of lack of security in other African states. His commitment to Africa is questionable. Tunisians are a bit confused.

Yes they are Africans. They have alwas been there. The Egyptians, the Moroccans etc have been there for centuries (in the African continent) so there is no reasons why they would not consider themselves Africans.
It is the misconception of other cultures (probaby more so of the "white" people) that to be African one has to be black.

- but if u asked a christian Egyptian he will till you i am coptic not arabic nor african !

One must get away from the stereotypical view that all Africans look alike. When, this simply isn't the case due to colonization/slavery. For this reason, Africans have different skin complexions, hair textures, languages, and religious beliefs.

Of course we consider ourselves Africans, we belong to this continent. on the other hand, we are Arabs. so, we basically consider ourselves as Arab Africans i guess.

They are all african, but they consider themselves as the "middle east". All the countries you mentioned are usually counted as the "middle east", not Africa.
