Depending on the make and age of your PC, your audio jacks might have colored jacks.
Your Microphone has to be plugged into the pink jack.
If you don't have colored jacks on your PC, then there should be symbols or descriptions next to them, maybe with the word "Mic." or the picture of a microphone.

If you plugged the microphone into the correct jack, you need to tell Windows to get sound from there.
There is a small speaker icon in the lower right corner of your screen. Double click on it. Click on the Menu "Options" then "Settings".
In the new window choose "Record" and click "OK"
Now select "Microphone" as an input by checking the Microphone part of the mixer.

Now you should be able to use the microphone.

I doubt the webcam would have a microphone input. The Line-In port on your sound card should work okay but you may have to play with the level settings.

It's on the back, the sign for it is like (( > )) but rotated 90 degrees and the arrow shows going in. next to the output jack that drives your speakers.
