I think they look really pretty and festive and the Bollywood stars wear them...so why not Hollywood stars?

Because Bollywood is primarily Indian actresses. Hollywood is primarily people from USA and England. Bindis and Pottus are a style in only India, not the rest of the world.
Bindi's are wore as an accessory. THey are very cute and I have seen a couple Hollywood singers/actresses wearing them.
The large red Bindi's or Potus will never be in style because they are ugly and look like a big red pimple in my opinion. The smaller ones that are colorful and sparkling are very feminine and cute and i hope it becoes a style in usa.
