A misleading question.
The Batman's utility belt is not a tesseract construct that simply holds everything convenient to his mission.
What most people forget is that he is a master of planning and strategy. The reason he always seems to have just the thing for most situations is because he specifically takes with him what he expects he will need for individual missions.
Forget what you saw in "Batman Forever" and "Batman and Robin". Those movies suck, and the Batman doesn't just go down the line and put cool looking tools on his belt. He always equips himself specifically to face each mission individually.
As a matter of fact, it'd be interesting to see what items he keeps on the belt as a standard... The grapnel, batarangs, and miniature explosives. I think that's about it.

BUT, I have a reason for saying that! Remember, when the unmarried Bruce Wayne 'adopted' "Dick" (what a leading name!) Grayson - they were only used by men not wanting their g/f to get pregnant. AIDS was unknown, so they weren't needed!

The one thing he doesnt carry on his belt no matter what is a gun. He hates gun for the same reason he hates criminals: They killed his parents.
