Border that looks like it was painted around pictures??

I keep seeing pictures on myspace that people have of themselves with this cool border that looks like someone took a paint roller and painted all around the edge... its all jagged looking, I was wondering if anyone knows where to find this effect??

Many graphic programs have this effect available.
I believe the two below do, both are free:
