If you mean the number of countries that hate them it would be 4, 2, 1, 3
If you mean hated by the most people, Kim Jong Il might be ahead of George Bush (keep in mind that the countries where Kim Jong Il is most hated are the most densly populated contries in the world).

If you were to poll Worldwide, I'd say right now it'd be George W. Bush, though Kim Jong II might be a close second. Tony Blair isn't really popular these days either.

Here are the leaders in the order that they scare me.
Kim Jong Il
He has nuclear power and I think he might be poor enough to sell some weapons to terrorists.
George Bush
He's done immeasurable damage to the international reputation of my country, and I'm afraid that we will never be able to pay back the money that he borrowed.
Ahmadinejad
He talks a good game but at this point he's relatively harmless.
Saddam Hussein
Hasn't been aggressive since after the first Gulf War. He was a tired aging caged up pitbull when we decided to tear up his house and got all of the neighbors angry.

To put it simply it is only because of President Bush other three are contained and not much of a threat to world security. Imagine a world without American power with Saddam Hussein's chemical weapons (there is evidence that he used it against some Iraqis) and Kim Jong Il's nuclear warheads. The Iranians are trying hard at it too.
The fact that is hard to swallow is that we need madmen like President Bush to stop madmen like the other three.

George Bush, nobody else has reached such level. well i dont, he is just fullfilling his father's wishes. the first three are not hated at all, whats wrong with them?. one might be scared of them
