I was a victim in a violent attack during the summer of 2005 with no investigation followup. Could the state or the local agencys be held responsible for a poorly investigated case? Do I need to ask questions and where in the State of New York do I start.

The decision on just how much time to spend on investigating your crime is probably immune from liability. Seek a consultation with a local NY plaintiffs attorney to be sure.

the best way to get the cops to get off their asses and investigate a case is to go to a local newsagency be it a tv station or newspaper.if that does not work then file a civil lawsuit against the police and the city making sure to tell the press about your lawsuit.going to the fbi is another option by saying the police violated your civil rights.check with a local victim's rights association for more info.

I would call the newspaper.
They can write up a story that would make the police call you at 4am with followup information.
(public relations thing I am sure)

Investigations are only done when there are unknown facts or disputes.

Not much you can do except go to the press. If there were no witnesses or other leads I think even they will ignore it.
