You need to talk with your parents first about this one......
What I did, was when I was 15 years old I wanted to work so bad. I had 2 jobs. I worked at a go kart race track and sold raffle tickets for the people who owned the tract. I also sold food there and I made 50 bucks every Saturday. Also, one day I was walking down town and I tried finding a job. No one would hire under 16, so I started going to Lawyers offices and asking if they needed a helper to help with errands or cleaning. Just my luck the first one I went to was this little old man that barely knew how to use his computer. I was a pro of course because I used them in school. He thought that I was so brave to look for a job and he wanted me to be his helper. I walked there every Wednesday after school and reorganized his phone lists in his computer, called his clients to set appointments, and took out the mail. I made $10.00 an hr cash and worked 2 hrs a week....it was enough to pay my cell phone bill. I later found out he was my grandmother's neighbor and they had known eachother for a long time. He told me that I was going to be successful because I went out and got a job at such a young age. Now I am 20 years old and I am a Marketing Manager for Wyndham Wordwide. I started very young and I am the youngest manager in my field. And to this day I'm still friends with that lawyer.......
So you are taking the first step by wanting to work at such a young age. Remember that you also have probably a lot more computer skills than old lawyers (most can't even get on the net).
You know you also might be able to get a job as a helper at a dog kennel. You can maybe feed or play with the dogs. A lot of people could use some extra hands as helpers!! I really hope you find a job....best of luck for you hun!!

Over the summer, or even winter sometimes you can become a nanny to school age kids. You work after school until the evening, and the pay is quite good. Otherwise check with the local libraries and community centers. They sometimes have job listings for younger people, or can help you find the right direction.

Due to some states' labor laws, it will be difficult for you to find an employer willing to hire a 13 year-old (as opposed to 16). You can find babysitting jobs by checking with your parents' friends (trust me, they wanna go out without their children sometimes), or you could do a paper route (your local paper will sometimes advertise that it is looking for someone).

Look around ur neighborhood for parents with kids and offer to babysit..also pet sitting when someone is away could work too.
