Great question!

In general, RNA polymerases recognize specific sequences (called promoters), ie. they can only bind when they fit onto a specific DNA sequence. Since the two strands are complimentary, the polymerase can only bind to one strand's promoter since the complimentary strand would not have the correct sequence.
