As long as your not putting the houses on the mortgaged property you can do anything you want with the money. Hotels and houses MUST be sold before the property is mortgaged. Here's a trick I used as a kid. If you have 1 or more railroads and 1 other player has the rest. Make an agreement to split the rent 50-50 and decide who will hold all the railroads. That way you both make a lot more money. In real life that would be called a merger.

Absolutley, remember ther is supposed to be a 10%(tax when you unmorgage),..and we like to play if another player lands on it while its morgated they can buy the morgtage and the property, but it is a good strategic move to get property when you have no cash, you can even sell houses back to the bank, we play at 50% of cost to buy

You can't do that,..
mortgaging a property is already a turn. if you mortgage a property, you should only mortgage in that turn. try buying a property on your next turn. ;"3

seeing as you already mortgaged your property, depending on who you are playing with and with what set of rules, you can take out a loan from the bank. you end up paying interest (afterall its monopoly), but yes, it is possible :)

~You surely can. The only way you can win is being able to buy houses/hotels first.
I want to add that it's been a great learning tool for my 11 year old, as well as fun.
Monopoly Rocks!~
