You need to be more specific on the actual chip. For the most part a high-end P4 will best an A64 3200 in synthetic benchmarks as well as real-world apps.

You can find real good cpu comparisons here: http://www23.tomshardware.com/cpu.html

You need to provide more specifics. There are like 4 types of AMD Athlon 64 3200s and about 6 different lines of P4s. However, in the broadest case, the only thing that is always true is that for the same amount of money (price you pay), the AMD chip is going to outperform any Intel chip that is a P4 or older. This is because AMD sets their prices to undercut Intel chips by a certain percentage. This is NOT true for the current dual core processors, however.

In theory, they can both be faster in different situations. The AMD has a smaller bus, if I remember correctly, so that means it takes more "buses" to get the "kids/data" to where they're going. However, because the bus is smaller, you can unload it quicker when something happens that you're not expecting. Like maybe the programmer didn't design the program correctly. Most programs, however, are usually relatively efficient. So the Intel chip has an advantage there.
