I read in a book about hangovers that when your veins become dilated, it causes your blood to run faster through them, and then causes a pounding headache. Is this true?

Yes, I think it is. That's why people become dependent on caffeine, because it actually constricts blood vessels, thus elevating their BP, but it does get rid of the headaches, especially those associated with too much to drink.

I'm not sure about the hang over part but I have a heart condition that requires me to take nitro glycerin tablets when ever I get chest pains. Nitro glycerin tablets dilate blood vessels and when I take them I get a hell of a headache.
