pentinum 4 is 100% better than AMD sempron. sempron was built to oppose intel's outdated celeron d processor.

I use an AMD sempron 3400 on my two systems. and the system when transfering data for example is lightening fast. one system has 1.5GB Ram and the other 3GB Ram. i find that when windows estimates the transfer time of large files windows xp estimates in minutes, yet in my exxperiance the word minute should read seconds.
but then i'm biased I only use AMD processors as i find them more reliable and more stable than intel. and i've built 3 AMD based systems in the last two years.
do a littel research by going to an online review site and see what independant test proove.
all i know is what i have experianced.
as with all computer if you fail to get the configuration corrrect then the system will seem slow and so will give you a poor experince of the processors and the systems overall capability.
so make sure to configure your system correctly and use a powersupply that is rated at least 20% more than your computer actully needs to funcion. this will in my experince provide a more stable system.
also getting your security suites correctly configured will help to provide the best performance. as will regularly checking your computers registry for corruptions. and defragmenting your hard drives again will help. also remember to leave at least 10GB free space on your C: drive to help keep your computer running lightening fast. (these performance tips should be considered and followed regardless of what processor you are running).
all i can suggest is you go to a local retailer and compare the speed of both processors yourself and see what you prefer.

It is an okay processor. Web and office will go fine, but it depends on what type of games. If you are talking newer (Quake 4, Oblivion, etc) you will want to upgrade probably your hole system. If you are doing some easy gaming (such as WoW, C&C Renegade), then you might want to upgrade RAM and video card if they are old and/or low-end
