If you have Starhub cable TV, Starhub Mobile and with Starhub Maxonline you will get a Hub 3 discount meaning each plan will get discount.
If not Singtel should offer the cheapest as far as I know but again it depends on your usage ... if you email and surfing only then no need to go to the premium but if your work requires a lot of email with files downloading and sending across other countries then maybe worth to consider more premium broadband speed for performance purpose.

singnet bb is dedicated line..means its not share with other access
starhub is shared network, means your line/speed is shared to all users belong to the same hub..eg orchard hub..if your block..don't have any users under starhub..than your speed is speed is super fast... but if your block full of starhub users, ur speed will be slow..
also..
all cables..even from starhub..also leased from singnet...u say leh?
