Banks are open unless you mean the Federal Reserve Board. Post offices are federal, so they're closed.

The post offices are closed to honor Ford. I do not know if banks or anything else follows this closure.

I live in Tulsa, Oklahoma. According to my local newspaper, tv, and radio stations, Federal and State offices will be closed tomorrow, most banks will be open, and some city offices will be open.

Listen to your local news or read your local newspaper to determine offices that will be closed in your area.
