No but at least do it once a month. If the house has a septic tank than yes poring bleach down the pipes can kill the bacteria in the septic tank. These bacteria are critical in breaking down waste sewage. However, if you are on a city sewer than no, bleach once a week will not hurt, just make sure you rinse the bleach down after ten or fifteen minutes. This will also help protect your pipes by rinsing the bleach.

Also if you do have a septic tank, pour a box of baking soda and a pack of yeast down your toilet at least once a month. The soda will help neutralize the acidity in the septic tank allowing bacteria to thrive and the yeast will help feed the bacteria and promote their growth for better breakdown of the waste.

The bleach will kill germs but will not do anything to keep your pipes flowing. For that you need to pour 1/2 cup baking soda down the drain followed by a cup of vinegar. It will bubble and foam and clean out most clogs and keep your pipes flowing.

Bleach isn't going to do much to keep things flowing.

From ehow.com: If you have a clogged sink or toilet, mix one cup of salt and one cup of baking soda. Pour the mix directly over the drain and then pour in one cup vinegar. Let this sit for a few minutes, and follow with plenty of boiling water. This works so well, I don't need those expensive and dangerous chemical drain openers anymore.

I had a plumber tell me that if everyone put one cup of bleach down each drain once a month they would never have to call a plumber. My house was built in 1926.

The standing bleach is not good for pipes or porcelain or people. If you need to use it for cleaning, don't allow it to sit in your fixture or in your pipes. Flush it out of your house pipes by following it with clean water.

This is not good for the septic tank. A little once in a while is O.K. if the smell is that bad but I wouldn't make a habit out of it.
