There used to be a TV show on CBC in Canada about such silly laws and by-laws, I think it was called "This is the law". It was presented as amusement, with actors doing skits, having the audience try to guess what the actual silly law was. There were many examples like the ones you listed. I'm glad to see your question, maybe someone should revive that kind of show.
One example I remember was that someplace in Nova Scotia it is illegal, even considered theft, if someone changes his mind and brings his own thing back from the curb, after putting household 'garbage' to the curb for waste collection.

Some place in California, no talking in elevators is a law but not enforced. Some states you can not spit on the street. Some you can't tie a dog up for over 3 hrs. NY you can't put you trash in black bags in some of the towns.
