I'm 55, male, and say if you are offering your hand to a male "no, it is not inappropriate."
Having said that, however, let's think about what a "handshake" is.
A hand shake is a "bonding" "ritual" which symbolizes an agreement or a friendship.
At the END of a meeting, a handshake is appropriate.
If you are doing it at the BEGINNING of a meeting, you're doing it at the wrong time.
Handshake does not mean "hello." Handshake means "yes."

There was a time when women did not shake hands at all. Now, with so many women in the business world, it is an accepted gesture. I think it all depends on the situation. In a social setting i do not usually shake hands, when I am introduced to a man in a business setting i usually do.

This is perfectly fine ... and acceptable for a woman to put her hand out to a male to shake it upon meeting.
I've done exactly this for many, many years (quite a few decades actually) -- and this was a way to emphasize my request to be treated with equal status to any male in a similar position to my own. (and yes, being Retired Military too -- it is a POLITE way to meet and greet your fellows).

In a corporate situation it is appropriate for a person of any gender to begin the hand shaking (offering their hand). However in social situations it is more appropriate for the male to offer his hand first, however our society is becoming more liberal and it shouldnt really matter

No ,not at all,perfectly ok..it today's politically correct society,I get the feeling when I shake a women's hand that she is uncomforatable with it also,but what would you rather a guy to do,kiss them on the cheek.

No it shows maturity and a demand for respect...yet some guys might be intimidated by this. When meeting strangers I always extend my hand.

It'a ok. Not inappropriate at all.
If they look at you strangely, maybe you're standing too close, maybe you're gesturing something, or maybe you think they give you strange looks so you make strange looks and the eye contact becomes pretty awkward.
