Most pastures have some kind of shelter where cattle can take refuge -- stand of trees, barn, etc. However, like many other animals, cattle don't suffer ill effects from simply getting wet, so there is really no need to get them out of the rain. In addition, if you had all the cattle herded into a structure and that structure got hit by lightning (or tornado, or high wind, etc.) the rancher could lose his entire herd.

Leather is dead skin that has been chemicaly treated. The chemical tannin that was added during the process of turnign hides into leather is what can be leached by rain (or any water for that matter) leading to discoloration and defomation (stretching/shrinking).

Good question, all of them (the people who answered) may be right, but maybe it's because the cows DON'T EVEN know there's rain. I know this is ridiculous but who knows? We're not cows.

Usually they have loafing sheds, where the animals can go if they are cold or want to get out of the weather.
