The faces were covered because they knew videos and pictures of the hanging would be released and they wanted to protect their identities. When the Sunni's want to get revenge they would look for those men who were in the video who hung Saddam. Remember some lawyers in Saddam's trial were gunned down, imagine what would be done to the people who actually carried out the hanging.
