I just bought a notebook computer on ebay but have no idea how to access the internet-can someone tell me?

You need to have an internet service provider first. You need an ethernet cable on your computer if it is highspeed and a modem for dialup. If you have highspeed internet already and are trying to connect wirelessly, you may need a wireless card inside (probably PCMCIA or Expresscard). Hope this helps.
