I am not much into European politics, but I believe France has always been one of the leading countries in the union.

Last I checked, none France voted down the EU Constitution.

France voted not to join the EU. If they had joined, I think their role would be that of Chief Taunter.

From what I understand, their role in the EU is to be a constant Jolting Pain in the A-S-S.
