See if your child takes pictures really well. Get some professionally done. Black & White and in color and start building up a portfolio. She could take charm lessons if they are offered to a child her age? Check and see if there is a charm school out there.
That will help her to develop some confidence. Look for opportunities for casting calls to try her out in television. Any thing where she can learn and get some develop some skills like tap and ballet dancing classes.
Don't give up and listen to any negitive comments if she is truly cut out for modeling she will excel no matter what people's comments are. If modeling isn't for her make sure she has a chance in something where as her talents are best suited for and she will do well there.

find a local modelling agency and go from but dont be surprised if she loses interest as she gets older... take it from me, been there done that 4 years later i have nothing to do with the modelling industry

Well it depends how old she is and how she looks. Your daughter can be the most beautiful girl but not look as great by the body.

First, become a parent who in driven to have her daughter live her failed dreams for her. [Check]
Second, convince yourself that it's ok to sacrifice your daughter's childhood and education so she can earn money and you can become her manager.
Third, drag her from audition to audition.
Fourth, spend lots of money (that you could have saved for her college education) on clothes, and makeup, and hair, and photos.
Fifth, make her feel useless and ugly if she does not please you by getting modeling jobs.
Sixth, turn her into a beauty obsessed, shallow, uneducated woman.
Seventh, wonder why she has become a drug addict in need of so much therapy.
