I made it to the third Island but all the propertys are still not for sell all I have is the school missons do I have to complete those to move forward in the game

You have to complete Flying School with at least all bronzes. This may seem difficult, but persevere and you will do it. After that, you have some Mike Toreno missions to do, once those are done you do the casino missions for Woozie

well have you checked your last misson.if not look on your map and find out the icon go to it and walk around.Either that or your ps2 isnt reading the disk or your disk is scrathced up. I know from experience so take my advice

some missions are time based (e.g. available only in day time some are just available on night...just be aware)
