The first and last places to experience the New Year are determined by the International Date Line (IDL), which runs from North to South through the Pacific Ocean, just a little bit West of Hawaii.

Technically, the first place to celebrate New Years is in Antarctica, as there is a station exactly on the IDL. More conventionally, it would be the Eastern-most island of Kiribati (Caroline Island).

The last place to celebrate the New Year's is the Aleutian Island chain off of Alaska.

One thing that's pretty screwy is that the International Date Line isn't a straight line. Because of a lot of political and practical issues, it zig-zags all over the place. Because of this, Kiribati is actually further to the East than the Aleutian Islands. Here's a picture if you're interested.
