Sorry but the question doesn't quite make sense. You can make 1 liter of 1 molar sucrose solution like this:
Sucrose molar mass = 342.30 g/mole, so add 342.30 g of sucrose to about 500 or so mL of water and stir until it is dissolved. Add enough water so that the total volume is 1.0 L. This is a 1 molar solution, but if you wanted to use it for osmometry, you would need to know the molality (moles of solute per 1000 g of water).
