Explain "ban the mindreaders ...." graffitee in Medway towns?

there is a piece of graffitee on a wall in the the medway towns (chatham/gillingham kent) which reads "Ban the mindreaders because they have caused death and blindness....." , with the company Marconi mentioned but i cant remember it all as it did go on a bit. I was told it has been there since the 70's. yet no one i've asked has any idea what is about and why someone has been redoing it for the last 30 years. anyone from the medway know please.

I do recall a bit of my history telling of a theory that in the 60's governments were using Psychics to control the masses - they would invade minds and alter behavior by dream walking and remote viewing - purely conjecture mind you but a fascinating read. I believe the book was called "Walking Backward" or something like that. It is - by the way - a story that keeps popping up so maybe there is some truth to it and maybe not. This could be what the graffiti protester was trying to bring to light. Hope this helped!

i'm no longer an impatient person yet am desirous to pay attention something.. for it relatively is obvious that there is extra to be revealed.. as such i visit withhold my opinion.. for a manner can everybody critique unfinished undertaking?
