Whether you change your IP or not is irrelevant. In both cases, not just anyone would be able to trace you - but some people will be.

Your ISP knows you (name, address, etc.) and knows what IP addresses have been issued to your machine(s). The ISP won't forget your old IP if you change it. Even if you switch ISPs, your old ISP will still remember for some time in their logs (months to a year) which IP adderess has been issued to you.

In addition, the ISPs are given ranges of IP addresses that they are allowed to issue to their customers - and the geographical location of the ISPs is generally known. So, anyone who knows the IP addresses issued by your ISP (no matter whether you've changed it or not) can locate you (your ISP, really) roughly to the town where you reside - but not much more (i.e., no street address).

That's as far as "anyone" is concerned. Some people, though (e.g., the law enforcement agencies) can subpoena your ISP's records and find form there your exact name and address.

Again, it doesn't matter whether you change your IP address or not.

And the only way your ISP can give out this information is under a court order.

So just relax. Your IP address and a dollar will get someone a cup of coffee and not much else!
