By "windows" you mean the shutters or blinds that can be pulled down right? I suppose they should be open at these times so that passengers can see what is outside in the event of an emergency. I mean if the plane crashes, you want to see if there is fire outside before getting out that side of the plane or else you might be out of the frying plane and into the fire.

As for switching off the lights, it also helps you see through the windows when it is dark outside, and also it helps your eyes adjust to ambient light conditions when it is dark outside so that you can see if you exit the plane.

It's for the same reason they darken the interior lights when you fly at night. Should the plane have to make an emergency landing..your eyes wont take as long to adjust to the different lighting conditions if you have to exit the plane in a hurry. And if there has been a survivable crash you would be able to see if there is fire or debris outside the aircraft quickly(shutters have been known to stick in the window aperture if closed).

Where are you?? In Africa in a Bi-Plane? Here in the U.S. of A. we ride in Jets. If you open your window on one of them
babies, it will suck you out!!! And we get to leave our lights
on all the time...so you better be more explicit if you really
want an answer.
