by the time missouri tried to become a state in 1820 there were excactly the same number of slave states and free states in the union. in order for a slave state to be admitted a free state had to be admitted also to balance out the senate. when missouri was admitted in 1820, maine was also admitted so the balance between north and south was maintained.

the senate votes one vote for each state. if legislation were to be passed, a majority of states would have to vote for it. often the free and slave states disagreed over political policy and the south had the same pull as long as they had the same number of states.

if the balance of free to slave states swung to the north the south would be less powerful. the south was always less politically powerful in the hiouse of representative so they were very cautious about losing the tie they had in the senate. ultimately they would lose that tie with the compromise of 1850 when california came in as a free state.
