This sounds like a homework question, but here goes.
There was a great concern over Slave and Free states prior to the Civil War. Each side feeling they should be equal, to maintain the balance of power within the Government. The entire issue boiled down to who ultimately decided the issue, would it be the Federal Government, or should the individual states be allowed to decide?
If more states, for instance chose slavery than freedom, the country would be controlled by a pro slavery government, on the other hand, if the free states won out, this could jeapordize slavery where it existed. In the end, this led to the Civil war, which was an argument over wether or not a central government will speak for the welfare of the individual.

It lessened the relative power that each state had in congress. As well, the "rich" states felt as though they were supporting the new, "poor" states.
