I was in a band when I was a youngster. The neighbors were always whining to my parents. So I had to do something. I got a bunch of egg carton stuff (from restaurants)Stapled them to the walls & covered it with scrap carpet. After that I could'nt hear the neighbors whine anymore.

seems to me like you're wanting to block outside noise more than you want to lessen echo for good recordings. Egg cartons create a porous irregular surface which helps to reduce echo, but if you're attempting to block outside noise without thickening the walls much, and don't have hardly any money, add extra drywall. However, if adding extra drywall, you should also look into a product called Quietglue Pro, which is more in your price range. It will help to dampen vibrations that the drywall would normally pass through. It's usually 10$ a tube, which is the price for one sheet of 4x8' drywall. Normally 2 tube are recommended per sheet of drywall, which puts you at about 30$ per 32 square foot of area.

I have seen someone use the bottom of egg cartons and staple them to the walls. It worked great by breaking the direction of the sound waves into so many different directions. It's also very cheap.

you can have insulation pumped into the walls, that will leave a small hole, which can be patched, or covered with moulding.
