I have had the plugs and wires changed to the best kind but it still does it. It will idle down below 1 on the rpm gauge and spit and spudder. it has even went dead a couple of times. It does not do this while driving just when at a stop or park.

I would recommend getting the fuel filter changed and checking your fuel injectors.

Idling below 1 x 1000 rpm is normal. Most cars idle between 650-800 rpms at idle (or 0.65 - 0.80 rpms on your typical tachometer).

While there are many reasons for a car to spit and spudder, the most common reason in newer cars are dirty fuel injectors and a clogged fuel filter. Other reasons include a bad air filter, which you may want to change out as well.

Have the mechanic check the vacuum pressure from the intake manifold. You may have a vacuum leak that is causing your issue. I have seen this issue in a 2000 Ford Taurus SES with the 24V engine

I gather the check engine lite is off ?? There are a number of posibilities, not enough throttle, idle air control, dirty throttle body, vacuum leak, bad gas (water etc.), evap purge valve stuck open and flooding the engine, pcv valve. The best thing is a computer scan by a KNOWLEDGEABLE mechanic. I would highly suspect a vacuum leak.
