victorias secret carries bras in that size and those are the best bras =)
also, jockey and ck have some pretty cute bras in small sizes.

Most major department stores carry girls (training) bras.
Depending on your area. Macys, Dillard, Kohls, etc etc.
Also you might want to check TJ max ...they have a wide range of womens underwear.
