There are actually a lot of laws in place regarding wild life and wilderness. It is unfortunate that people tend to think more about their pets than about wild creatures, but you can always do your part to help protect wildlife by joining wildlife protection organizations, etc.

There are many laws protecting wildlife in this country. Most address land use and hunting constraints.
However, we've entered in a kind of contract with our pets. We offer easy access to food, shelter, protection from harm, and, in turn, they offer us companionship, don't prey on us or run away, and give alarm when danger approaches. Every abandoned, abused, or destroyed animal represents a breach of this contract. We've created domestic animals, so we're ultimately responsible for their pain, death, and loneliness. Because of this contract, we owe them a good life while they're here. They're dependent wholly on our treatment and care for their life.
Wild animals don't depend on mankind for their survival. They are deeply affected when we intrude in their space, or destroy their prey/food, however, we're not directly responsible for their welfare.
That's why most people are more concerned about their pets. They're aware of their dependent status.
