I bought a house that has an alarm system in it. Come to find out, the modem is bad. They are telling me I have to pay $200 to get the whole box replaced. Surely, I shouldn't have to pay for the entire equipment when it's just one piece not working...

Are they trying to get over on me?

I want the system monitored. It's thru my electric co-op and will be $16.95/mth.

I assume you're wanting to have the alarm monitored? With parts and labor its a fair price but I'm wondering what the monthly fee for their service is going to be. Many places will 'give' you an alarm system if you sign up for a minimum 5-year contract.

FYI: the modem is built into the printed circuit board and is very difficult to replace.

The whole printed circuit board needs to be replaced. Did you contact the same company that installed the system originally? Try and work with the same people when possible. Get them to service your system and replace the battery.

You're asking two questions
1. Yes you have to replace the whole thing if the modem is bad.
2. They built them that way, not to get over on you, but to save on their cost for building them.

It is better if you just have them install a new system only you know the pass word for.
