*Anything* you do on the Internet leaves traces *somewhere* and can be traced - at least theoretically. There are, however, techniques that can make such a tracing extremely difficult. For instance, if you live in the USA but route your connection through Russia or China, it is unlikely that your local law enforcement agencies will manage to subpoena the logs of all the remote machines, in order to trace you. Note that I said "unlikely" - not "impossible". Do something usfficiently bad (e.g., terrorism or large-scale fraud) and you *will* be caught.
As somebody else said, you can use Tor to route automatically your connections through various machines around the globe. See the link at the end for the place where you can get Tor. It is not fool-proof, though.
For instance, if a site puts a cookie on your machine when you are not using Tor, it can detect that it is you later, when you're hiding behind Tor. So, it is a good idea to erase all cookies before switching to "stealth" mode. Also, if a remote site manages to coerce you to run their program on your machine, it will be able to trace you even through Tor. That's why it is advisable to disable all forms of scripting and ActiveX before switching to "stealth" mode.
In addition, there are techniques for "fingerprinting" a remote machine and then recognizing it even if it is hiding behind a proxy (or a set of proxies, as Tor does). It is based on the fact that every machine's clock is slightly different and unique - in the sense that it "drifts" (goes slightly slower or slightly faster with time) in a unique way for every machine. So, if somebody has been monitoring your machine for a sufficiently long time while it was not "stealthed", they can (in theory) recognize it again when you start hiding it behind Tor.

The most practical way of doing this is with TOR or other Onion Router setups. Basically this encrypts your traffic in a tunnel sent to another TOR PC, then to another and so on with the encryption re-keyed at every hop until finally your traffic is placed onto the Internet itself for browsing or whatever else your doing.

no There is no possible way to hide your ip, Every single computer has a ip adress and that is A HUGE requirement of the computer, not ofr it to function or anything the ip helps lets others like for instance " cops " identify what and which computer, and so on and for saftey reasons, there are so many reasons why an ip is needed, i cant tell them all, too much

there are levels of the internet you have no clue about. they are faster, more advanced and send info at 20 times the speed you see average joe have.
the FBI alone can pull up anyones screen by just a few clicks or even by keyword alone. and they can watch you without you ever realizing they are there.
