I'm assuming the fan is blowing air.
If it's not heating and the coolant is full then your thermostat may be stuck open. It is allowing the fluid to continuously circulate through the radiator and therefore not allowing it to heat properly.
I'm also assuming you haven't poured a lot of stop-leak stuff in there. That can clog the heater core and prevent it from heating too. If you can detach the heater core hoses and get a garden hose nozzle that will fit in there you can flush it out.

Start it and let it run for like 30 minutes... does it overheat? It should get up to around 195 then stay there.... make sure you have topped off the antifreeze (50/50 mix, Orange).... if it overheats it is the thermo.... might just need to change it regardless... it is simple to do, just time consuming....
If it is not the stat, it is your heatercore, that sucks to change, you need to rip it out from under the dash... it is a PITA!

my cavalier has a shitty heating system. .... it has to do with your motor not warming up fast enough. once my car gets going it works fine. maybe take your to a garage if you let the antifreeze run low, though

when you put control on heat, are you saying the air still blows out the vents or defrost? Or does it come out on the floor but with cold air??need more information...gotspeed7883@yahoo.com

replace the thermostat, locate the upper radiator hose, follow it to where it bolts onto the engine, usually 2 bolts, also flush your coolant system

put more antifreeze into it...there's not enough to get into the heater core.
