i think 3, yes cause then people can look out for them

I would think that it would help. At the very least it puts the attacker on notice that he is being watched.
If you know about abuse, you owe it to the kids to report it because they dont have a voice.
I think it also helps the kids as they might not have any idea that the rest of the world does not (have stepdad kiss them on the privates, etc).
If you can save a kid from that, it helps to keep that kid from growing up and doing it to someone else.
It appears that kids never really get over the abuse (look at all the adult victims of catholic priests)
So if you suspect it, please report it.
Everyone deserves a happy life
and the abusers deserve to be punished.
The penalties very from court to court and case to case, however, dont think that just because the abuser is convicted and only gets 3 months or whatever that he is not suffering.
He gets that nice court record to follow him into the grave.
That court record can restrict where he lives, what kind of jobs he can have, his reputation in the community, etc.
so often times the punishment is much further reaching then the actual sentence/fines.

Reporting abuse is the second hardest thing to do next to leaving an abusive relationship. The result of reporting abuse depends on state laws against domestic violence. In some states a simple police report is all you need to do and the abuser is arrested. Charges can later be filed by either the state attorney or the abusee. Sometimes after a police report has been filed, the abusee no longer has control over what happens, it is all left up to the discretion of the state attorney.

If the state attorney decides to press charges aganist the abuser, he could either be charged with a misdemeanor or a felony. Jail time can be given or counseling.

Again, check with you state about domestic violence laws.

When you report someone for abuse, the Yahoo police respond right away. They go to the person house. Using the IP source number. kick in the door, smash the computer, rip the cables from the wall. And notify all there neighbors.
They are tough.....oh yea they take back the two point's too.

Yes and gather up any eyewitnesses, psychiatric evaluations on you in support of your claims, supportive relatives, etc. that you can. It is difficult to convict but it is easier to go through Social Services. Get him on the harshest charge you can and any other ones, sometimes it is better to rack up a collection of charges--assault, trespassing, unlawful access, harassment, etc.
