Freedom of writing and publishing writings on any subject is inviolable.

In theory, citizens of Mexico have the right of free speech.
However, some parts of Mexico are close to civil war, while others are not far removed from civil war. In addition, if you're not a native Mexican (meaning all 4 grand parents born in Mexico) then you will be viewed with suspicion.
Therefore, the limits on free speech are generally more severe than in the USA.

The Pope visited Mexico in the late 70s / early 80s. He could not say anything religious until he was on Church grounds.
Religion is one thing you cannot call out on a street corner.

If you have citizenship in any country then yes you have the right to freedom of speech. Check your laws and your bylaws to your constitutional rights. This can be found in any library, especially a law library.
