He's a close second. William Henry Harrison (9th), gave a 2 hour Innauguration speech outside in the cold rain.
He died less than one month later with pneumonia.
It's pretty hard to have one dumber than that.

No Ford was. That man did not get near the credit he deserved. As for Clinton - not the best nor the most dumb - but defintly the most entertaining.

Dumb? Do you have any idea how well educated that man is?!? He did some really stupid things with women, but he is far from "dumb". He was a pretty good president, as presidents go....

There was nothing dumb about Clinton. He did nothing that wasn't calculated including the risks he took with his private life. He was one very extremely smart cookie. Most good crooks are geniuses though.

he is not dumb he let his middle bran rule his better judgement sometimes but he was smart where it counts but we should not judg him on his private sex life.after all we dint need to know when bush bangs his wife or who ever.and his was the best president seance Kennedy
